Telegram to share user data with authorities in response to legal requests

Telegram, the popular messaging app known for its privacy features, is significantly changing its data-sharing policies. According to the company’s CEO, Pavel Durov, Telegram will start handing over users’ IP addresses and phone numbers when law enforcement requests them through legal channels. This move marks a shift from the platform’s previous approach, often criticised for being unresponsive to takedown requests and inquiries about criminal activity.

Why the policy change?

Telegram’s decision, first reported by Bloomberg, highlights a new direction for the app, which has gained a reputation for prioritising user privacy above all else. Historically, Telegram has been known for resisting requests for user data, even when it involved suspected criminal activities. However, with increasing pressure from authorities and the ongoing global debate around privacy and security, Telegram is now opting for more transparency regarding legal matters.

While this new policy allows for sharing IP addresses and phone numbers, the full extent of how much information will be handed over remains unclear. One thing to note is that, even with this change, Telegram maintains that no user messages have been disclosed to any third parties, including governments. The app continues to boast about its strong stance on privacy, with features like disappearing messages and end-to-end encryption.

New moderation efforts

In addition to the data-sharing shift, Telegram has introduced a more proactive approach to moderating on the platform. Durov explained that Telegram uses artificial intelligence and human moderators to help remove unsafe or illegal content. This includes removing problematic material from its search results, a move designed to help keep the platform safer for all users.

Durov also encouraged Telegram’s community to take an active role in this moderation by reporting any content they deem unsafe or illegal. He stressed the importance of users helping maintain the platform’s and integrity, especially as Telegram continues to grow in popularity.

How will this impact Telegram’s user base?

It remains to be seen how these changes will affect Telegram’s popularity, particularly among those who have used the app for illegal activities. While providing IP addresses and phone numbers could make it easier for authorities to track down individuals, Telegram still offers a range of privacy features that allow users to remain anonymous. For example, users can still send disappearing messages, benefit from end-to-end encryption, and even use the service without linking a SIM card to their account.

Despite these changes, Telegram has made it clear that its commitment to user privacy is unwavering. As stated in its FAQ, the company emphasises that it has yet to disclose any user messages to any third party, including governments. This assurance could help retain users who value the platform’s strong privacy features.

Durov has faced legal trouble in the past due to criminals’ use of Telegram. In August, he was arrested in France and charged with crimes linked to the app, though he has denied all accusations.

It’s uncertain how these developments will impact Telegram’s future, but it’s clear the platform is evolving in response to growing concerns about safety and legal accountability.
