Singapore launches a S$70 million AI initiative to develop Southeast Asia's first large language model ecosystem, emphasising AI research and talent development.

Singapore is set on a groundbreaking path in (AI) with the launch of a S$70 million initiative. This collaborative project, involving the Infocomm Media Development Authority (), AI Singapore (AISG), and the Agency for Science, Technology and Research (A*STAR), aims to strengthen Singapore’s position in AI research and development (R&D) and cultivate local AI expertise.

The National Multimodal Large Language Model Programme (NMLP) is designed to be a key player in understanding and integrating Southeast Asia’s unique linguistic traits and multilingual environment. It aims to develop a foundational model that captures the region’s distinct cultural and linguistic diversity.

Enhancing AI expertise and opportunities

The NMLP is poised to significantly contribute to developing skilled AI professionals in Singapore. The programme supports local researchers and engineers by providing funding and access to high-end computing resources. This initiative aligns with Singapore’s strategic plans, as outlined in the Research, Innovation and Enterprise (RIE) 2025 plan and the National AI Strategy 2.0 (NAIS 2.0), aiming to establish Singapore as a global AI leader by 2030.

A key goal of the programme is to encourage the development of LLM-enabled solutions, which are expected to enhance productivity and open up new business possibilities. This move is set to invigorate the AI industry in Singapore.

Cultivating a regional AI ecosystem

With the rapid evolution of technology and the strategic need for localised AI capabilities, the NMLP strongly emphasises developing multimodal and localised large language models (LLMs) tailored for Singapore and the wider Southeast Asian region. These models will be adept at handling the region’s diverse cultural contexts and linguistic nuances.

An essential element of this initiative is the SEA-LION project (Southeast Asian Languages in One Network), led by AISG. It focuses on creating a large language model that reflects Southeast Asia’s cultural and linguistic diversity. The project aims to enhance SEA-LION into a more comprehensive model while maintaining its efficiency and cost-effectiveness for regional enterprises.

Building trust in AI

Establishing trust in AI technologies is a crucial aspect of the NMLP. This goal will be supported by aligning the programme with IMDA’s AI Governance Model Framework and AI Verify, which are aimed at promoting responsible AI usage. The programme is dedicated to ensuring AI solutions adhere to ethics and safety principles, which are increasingly important in today’s AI-centric world.

This initiative continues Singapore’s commitment to advancing its AI capabilities, previously demonstrated through establishing AISG, A*STAR’s Centre for Frontier AI Research, and various research programmes focusing on AI and data governance.
